The book focuses on the development of Indonesian/Javanese public administration from the 18th to the 21st centuries. More specifically, it raises the issue whether Indonesia's public administration is the product of copying alien forms, continuing indigenous norms, or creating new ones. Many of the dysfunctional aspects of the Republic's administration seem to go back to the colonial period's 'institutional corruption' whereby the local elite (priyayi) were allowed to exploit the Queen's subjects in return for loyalty to the Dutch crown. A possible way out of the dilemma is by greater use of New Public Management (neo-liberal) techniques to match Indonesia's real gains in the area of direct democracy.
