Crafting Indonesian Democracy
In the new Indonesia, ascertaining the margin of choice and clarifying within that margin are no easy tasks. The very fact that Indonesia is once again democratic, after nearly forty years, 1959 to 1998, of authoritarian rule under Presidents Sukarno and Suharto, Is itself agreat surprise. As late as early 1998, when the heaviest attacks began on Suharto's new Order regime, tehre was still a near consesus among observers, if no longer among key Indonesian actors, that democracy was a much less likely succesor government than a renewed authoritarianism led by the armed forces. It was the often and opponents of those actors- elite and mass, defenders and opponents of the new Order- that led finally to democratization..
In short, Indonesian reformers have laid only the first stones onwhat is certain to be yhe building of a long road toward the creation of a responsive, acccountable, and stable democratic political system.. I hope that this volume will at least help to provide some guidance at this stage, some sense of where choices can be made, and what the impacts of those choices might be
